Thai people often swim with their clothes on. They do this either for protection against the sun, or out of sheer prudishness.

However, when seeing a large crowd coming out of the ocean, fully dressed  and without a boat in sight, foreigners might mistake them for survivors of a boat that suffered shipwreck.
