In many places people are offering birds for sale which are meant to be released to make merit, an act known as tamboon in Thai. These are usually poor people trying to make a living.

The merit is not necessarily gained from releasing the bird in itself, but rather from the fact that, by buying from a poor individual, one is supporting someone who is not as prosperous.
