To commemorate the 200th anniversary of Louis Braille's birth (on 4 January 1809) and mark the 37th anniversary of the demise of Miss Genevieve Caulfield (on 12 December 1972), the blind American teacher, who on 12 January 1939 founded the School for the Blind.

Statue of Genevieve Caulfield, the blind American teacher who in 1939 established the School for the Blind, as well as blind and visually impaired children dressed in school uniform, with one girl reading from a book in Braille, i.e. the tactile writing system that consists of tiny palpable bumps called raised dots, that are arranged in small rectangular blocks or cells of no more than six dots, set in two rows of maximum three dots each. Two such cells are here represented by the 12 greyish-white dots in the center of the postage stamp.
